Islamabad: In response to the increasing grievances of the residents of the Sector E-11 Islamabad, paces of developmental progress before like Islamabad's Parks Development, one more step straight towards the advancement of Capital, Chairman Capital Development Authority (CDA), Aamir Ali Ahmed on Sunday held an open kutcherry in the sector directed the concerned authorities to take immediate steps to mitigate the worries and woos of the residents and chalk out a comprehensive plan for the uplift, renovation, and development of the Sector. The chairman also directed the redevelopment of the commercial area with proper planning, carpeting of some of the roads, and maintenance of the sewerage system. He also directed the environment wing to create at least two parks in the sector, ensure a vast plantation in the area and carry out improvement of green belts.
In August this year, the Federal Cabinet had empowered CDA to the extent of implementing its building bylaws in the sector E-11 to regulate unplanned constructions in the area owing to the 1968 Orders passed by the ex-president of Pakistan Ayub Khan which exempted Sector E-11 from acquisition mainly because of the presence of Golra Sharif shrine. The civic agency had sought revocation of the 1968 decision in its summary moved to the cabinet which stated, “It has been observed that the exemption of Sector E-11 from acquisition created multifarious urban problems like urban flooding, zigzag streets, non-collection of solid waste, disposal of untreated liquid waste, dumping of debris and garbage into natural streams, environmental pollution, traffic hazards, etc. due to which the sector has emerged as a big slum amidst planned residential sectors”.
The summary moved by the CDA was meant for taking over the whole sector and enforcing its regulations and bylaws in letter and spirit by revoking the decisions firstly by Ayub Khan and later by Zia ul Haque which barred the civic agency to implement any regulations in the sector. AS a result, there appeared encroachments and illegal constructions on a massive scale in the area. Taking advantage of the situation the mushrooming housing societies in the area also played havoc with proper planning of the sector. Now That the civic agency has been allowed to implement its regulations in the sector the chairman has taken a personal interest in minimizing the issues involved in the overall structure of the sector. The chairman in his Sunday visit to the sector promised the residents of the sector that he would personally monitor the implementation of his directives.
