As an incentive for establishing enterprises, the CDA will reportedly waive the land use conversion cost from the landowners. Instead, a small annual fee will be imposed by the authority to maintain regulatory balance. The new suggested policy will be presented to the CDA board meeting for final approval. The operators will be required to gradually relocate their operations along the nine main roadways and maintain high standards for architecture, construction, and planning, it was revealed.

The new policy stipulates that private hospitals and schools must each have four kanal of land, while auto businesses must have one kanal of land and showrooms must have two kanals.
