Islamabad: According to news reports, the Capital Development Authority (CDA) has completed the pending built-up property (BuP) awards for Sector C-15, marking a significant milestone. It is anticipated that once the BuP awards are finished, construction work would proceed without incident. Since purchasing Sector C-15 in 2008, the CDA has put off announcing the BuP awards, which has slowed down the sector's building activity.
Development work had previously been started in the sector, but it ran into opposition because of the upcoming BuP awards in the Dhoke Baba Ashraf region. The CDA introduced the BuP awards in 2016 to solve this issue, classifying approximately 170 instances onto the A list (approved cases) and roughly 350 cases into the B list because of incomplete documentation.

The BuP awards for Dhoke Baba Ashraf were recently announced by Deputy Commissioner (DC) Sardar Asif, making 287 landowners eligible for compensation after meeting the requisite criteria. It was eventually learned that the remaining grantees would receive plots in exchange for their accrued cases, whereas the other recipients had already received compensation in the form of land.
The deputy commissioner's court also looked through the cases on the B list, approving 174 of the 337 for transfer to the A list while rejecting the others. The court's ruling read, "Since a significant amount of time has passed and the petitioners have been provided with numerous opportunities, their cases are now closed, and no further action is necessary."
The importance of concurrently announcing the land award and the BuP award for any particular sector was stressed by a representative of the DC's court. This issue has now been resolved with regard to the land and BuP awards for Sector C-15.
The importance of refraining from the CDA's previous practice of announcing partial awards was emphasised by Deputy Commissioner Sardar Asif. This practice resulted in significant litigation. He praised the estate wing and DC court workers for working tirelessly for weeks to complete the Sector C-15 awards. The CDA will proceed with the distribution of plots to the qualified applicants after computerised balloting through Nadra.
