 Four Committees Setup by CDA to Address the Issues of Builders and Constructors

According to news reported on March 21 in Islamabad, the Capital Development Authority (CDA) has established four groups to address the problems experienced by investors, builders, and citizens in various sectors. According to the specifics, the four committees are the Monitoring Committee for Sector Development, Monitoring Committee for Housing Schemes, Monitoring Committee for High-rise Projects, and Monitoring Committee for Rehabilitation. The development of the sectors in Zones I and II shall be monitored, looked into, and decided by these agencies. All the bodies will convene once a month, it was stated.

Even though construction has begun in E-12, I-12, C-14, and C-15, the news outlet said that the pace of development is incredibly slow. The CDA is still unable to obtain land for the areas it acquired in 2008 as compensation cases are still pending and hence no progress made in D-13, F-13, E-13, C-13, H-16, and I-17.

The Sector Development Committee will be led by the CDA chairman and comprise representatives from planning, the director general of works, engineering, estates, and other departments, according to a notification issued in this respect. The committee will review and make decisions about matters such as land acquisition, award, ownership and demarcation of land, compensation for built-up property and land, clearance of encroachment, infrastructure development, and hiring of consultants and contractors. The group will also investigate the issues of park development, upkeep, funding, and budget.

The CDA chairman will also serve as the chair of the committee on high-rise projects. In terms of monitoring layout plans, issuing completion certificates, approving building plans, and other high-rise projects and schemes recommended by the member planning, it will review and make decisions in these circumstances. The Housing Committee shall oversee the layout plans, including extended and/or altered ones, the collection of unpaid dues, the violation of authorized layout plans, the allocation of plots, and the granting of NOCs for development upon request from the members planning.

In response to concerns from investors, developers, and people, CDA Chairman Noor-ul-Amin Mengal decided to create the committees, a CDA official claims. The chairman asserts that within a few months, all legitimate issues will be settled through committees.
